Waterfront Rules and Regulations of the Springbrook Recreation Corporation

Lake Oswego, Oregon

Approved Wednesday Sept 10th, 2025


The Springbrook Easement was established and is maintained for the exclusive use of bona fide residents of this area eligible for membership in the Easement Corporation, upon payment of the specified membership fee and dues, as specified in the bylaws of the Corporation.


Responsibility for administration of easement affairs rests with the duly elected officers of the Corporation as set forth in the bylaws filed, along with papers of incorporation, with the Lake Corporation rules governing the use of easement properties.


Any flagrant or continued violation of the following Rules and Regulations will provide cause for suspension of membership by the Executive Committee.


1. Admission to the Easement shall be by key only. One key per family shall be issued upon payment of dues and is not transferable. The gate must always be kept locked at all times except during entry and exit.


2. The President shall change the lock and issue keys as necessary. New keys are to be issued only to members in good standing upon payment of dues.


3. Children under 16 years of age are not permitted on Easement premises unless accompanied, at all times while there, by a person recognized by the parents responsible for their well-being.


4. Guest privilege regulations:


4.1. Guests must be accompanied by a key-holding member while on Easement premises.


4.2. In order that our financial obligations are equitably shared, those people who are eligible to join the Easement, but who have chosen not to do so, are not admitted as guests. If they are desirous of using the facilities, they can request an application for membership from the Corporation Secretary.


4.3. Members are cautioned to use discretion on the frequency of inviting guests to avoid overcrowding facilities. Any problems arising out of the abuse of the guest privileges will be resolved by the Executive board.


4.4. The member who brings guests is to be held responsible for their conduct while they are on the Easement premises. Guests are to abide by these same rules and regulations which govern members and shall be asked to leave if they fail to do so.


4.5. Members may schedule guest parties at the Easement provided they are scheduled at least one week prior to the date of the proposed party through the Executive Board.


5. No dogs or other domesticated animals are allowed within the Easement boundaries, except on Mondays, when dogs, (but not other domesticated animals) are permitted on easement grounds provided they remain with the owner, and the owner cleans up after their pet: and when dogs are present for the limited purpose of going immediately to or from a boat going out on the lake.


6. The facilities of the Easement are provided at considerable expense and effort of the membership. Abuse or destruction in any manner of these properties will result in the suspension of the offending parties. This rule shall apply to the private property of the members, such as boats and equipment stored at the Easement.


7. There shall be no disorderly conduct permitted within the Easement.


8. Boats are off limits to everyone except the individual boat owners. Swimmers shall not climb into or onto boats.


9. Boat slips:


9.1. Vacancy: When a vacancy for a boat slip occurs (as provided for in the Bylaws), the President shall offer (and upon acceptance, assign) the vacant slip to the next occurring eligible member at the top of the Boat Slip Waitlist.  If that person passes on the opportunity, the President shall assign the slip to the next eligible member according to the order shown on the waitlist; provided the member is or can become eligible and qualified to operate a boat on the Lake.  In the event an installed motorized boat lift is present in that slip, the process to transfer or remove the boat lift, as stated in the Bylaws, shall be followed.


9.2. Abandonment of boat slip: In light of the tremendous demand for boat slips on the Lake, members assigned to boat slips shall be deemed to have “abandoned” their boat slip, and will automatically forfeit their assigned right to use the boat slip, in the event the member does not have their boat in the Lake and moor their boat at the member’s assigned slip at Springbrook Easement for a minimum of 60 consecutive days between the dates of Memorial Day and September 15th of any given year.  Exceptions shall be at the discretion of the President and shall be available only in cases of severe personal illness, or severe damage or disrepair to the boat, either of which renders it impossible for the member to maintain their boat on the Lake for the required period during a particular year.


9.3. Moorage Limits: Moorage facilities at the Easement are limited to six wet slips. 


9.4. Slip Sharing:  Where circumstances are deemed appropriate, the Executive Committee has discretion to approve “slip sharing” agreements between no more than two members for purposes of assuring that slips are utilized for the length of each season.


10. All boats must have proper permits and equipment and must comply with operational regulations set forth by the Lake Corporation.


11. Boats shall not be allowed at any time in the designated swim area of the Easement and may not be moored or left unattended at the swimming pier.


12. Water skiing takeoffs are not permitted from the piers or seawalls.


13. Members shall be responsible for picking up and removing from the Easement any debris, refuse, or litter dropped by themselves or their guests and shall store items of equipment or property belonging to themselves in designated storage areas only, and in an orderly manner. Items of equipment owned by but no longer used by members shall be removed from the Easement. Failure to do so will result in removal by the Executive Board and the expense thereof charged to the owner.


14. As of January 1st, 2024, the annual dues of membership of Springbrook Easement are as follows:


14.1. Members without watercraft stored at easement: $250


14.2. Members with no power watercraft stored at easement: $350


14.3. Members with powerboat slip: $750.


14.4. Members with a shared powerboat slip: $375 per member. 

Note: Per the bylaws, the maximum number of members permitted to share a boat at Springbrook Easement is 2.
